Transplants 5 HIV-Infected Organs

One of Taiwan's best regarded hospitals transplanted organs from an HIV carrier into five patients, a hospital official said Monday, in what appears to be one of the most egregious examples of medical negligence in the island's modern history.
The five are now being treated with anti-AIDS drugs, said the official at National Taiwan University Hospital in Taipei.
The official spoke on condition of anonymity because she is not authorized to deal with the media.
In a posting on its website over the weekend, the hospital said the mistake occurred because a transplant staffer believed he heard the English word "non-reactive" on the donor's standard HIV test, which means negative, while the word "reactive" was actually given.
The hospital added that the information on the test result was given over the telephone and was not double-checked, as required by standard operating procedures.
"We deeply apologize for the mistake," the hospital said.
Shih Chung-liang, a Health Department official, said a department team will look into the mistaken transplants and decide on possible penalties for NTUH.
The donor was a 37-year-old man who fell into a coma on Aug. 24 and his heart, liver, lungs and two kidneys were transplanted to five patients on the same day. The heart transplant was conducted at another hospital, while the four other transplants were conducted at NTUH, according to NTUH.
The donor's mother, who was not identified, told cable news stations that she felt terrible about the transplants and had not been aware of her son's ailment. She said he died after "falling from a high spot," without providing details.
Yao Ke-wu, who heads the health department of Hsinchu city, where the donor resided, decried the NTUH transplants as "appalling negligence."
He said NTUH staffers could have avoided the mistake by asking his department about the donor's medical history in advance, and deplored that such inquiries were not mandatory in Taiwan.
Yao said the five organ receivers will very likely contract HIV, and their anti-AIDS treatment will be further complicated because they also have to take medication to modify rejection of the new organs.
There are also concerns among the physicians and nurses who conducted the transplants that they too may contract HIV.
Lee Nan-yao, a physician with the National Chengkung University Hospital, which performed the heart transplant, told the United Daily News that some physicians and nurses who had conducted the transplant "were depressed, and on the verge of panic."

Online Consultations

Patients will be able to hold online consultations with doctors as part of plans to technologically revolutionise the health service, according to the medical director of the NHS.
Professor Sir Bruce Keogh said that IT will "completely change the way we deliver medicine" making access to GPs at any time a reality and giving patients the ability to talk to specialists anywhere in the country.
The health expert told The Times newspaper he was looking at using online services such as Skype to make the NHS more convenient for users.
"I am looking at how we can put levers into the system to encourage doctors to do online consultations," he said.
"Once you have online consultations, it breaks down geographical boundaries. It opens up the spectre of 24/7 access."
Sir Bruce said that the health service had a long way to go before it caught up with the technological progress of recent decades, arguing that the service had to change to make use of new technology.
Doctors leaders and patient groups warned the internet should not become a means to cut access to GPs or transfer out-of-hours care to overseas call centres, but admitted budget cuts could force the NHS to rethink the way services are provided.
Katherine Murphy, chief executive of the Patients Association told The Times that patients would "embrace" the proposals "in the right setting".
"There is scope for initiatives like this. If you child has a rash, your GP could look at it and say 'you need to come in' or 'you need to go to hospital'. It may speed up the process."
But she added: "We would be concerned that it could translate to more frustration for patients. People are already concerned that they are spending less time with their GP and we wouldn't want this to be a way of reducing that further. It should always be the choice of the individual."

Kanimozhi's kindness

Sent to prison in the 2G case, Kanimozhi has upgraded herself to 4G. All for a good cause.
The DMK Rajya Sabha member has got Tihar jail authorities to double her weekly prison allowance from Rs 2,000 (two grand or 2G as the Americans would say) to Rs 4,000.
She is using the money to treat the children of fellow women inmates to snacks and soft drinks from the jail canteen.
Under jail norms, an undertrial ' but not a convict ' is allowed a maximum of Rs 2,000 a week as "pocket money" from his or her family members. They cannot be given the money directly but only in the form of canteen coupons bought by their families.
"This allows them to buy articles like shampoo, soap, bakery products, soft drinks, fruits, sweets, snacks, towels and other items of daily use from the jail canteen," said Sunil Gupta, the law officer of Asia's biggest prison.
He confirmed that the jail authorities had increased Kanimozhi's allowance after several requests from her.
"She told us she needed more money to buy snacks and other food items for the children of women prisoners. She has become very attached to them and visits them regularly," Gupta said. Jail sources said the authorities had the discretion to increase the allowance, but added that this had never been done at Tihar before the high-profile 2G accused arrived.
Now the authorities have allowed increased "pocket money" not only for Kanimozhi but also for other 2G accused such as former telecom minister A. Raja and telecom company bosses, a prison official said.
"The other 2G undertrials too had requested the allowance hike to buy articles of daily use," the jail official said, adding the accused had "made friends" inside the jail.
"They treat fellow inmates to soft drinks and snacks, and in return, these prisoners are always ready to help them in any need," he said. Sources said these inmates regularly wash the clothes of the 2G accused or give them a massage.
But Kanimozhi seems earnest about helping the women prisoners' children, officials said. The MP has a school-going son and had cited her "motherhood" in her bail plea but the court had said parental responsibilities could not be considered while deciding bail.
Jail No. 6, which houses female prisoners, has a cr�che and a nursery where their children are taught by trained workers. The jail department also provides the children with medical care apart from clothes, food and a bed.
When the children reach the age of six years, they are admitted to boarding school with their mothers' consent.
"Kanimozhi visits the cr�che regularly and spends a lot of time with the children on weekends when there is no court hearing. She buys a lot of food items and fruits for them. She is very popular among the children, who call her 'auntie'. Her fellow inmates respect her for her generosity," the jail official said.
He added that the MP was also taking an interest in the candle-making unit at the women's ward, and was learning how to make candles.
Candle-making is one of the vocational courses run at Tihar to impart skills to the prisoners that would help them earn a living after their release. The candles made by the prisoners are sold.

Apple wins initial ITC ruling on HTC phone

Apple Inc won a preliminary ruling from a U.S. trade panel that Taiwanese handset maker HTC Corp infringed on two of the California company's patents.
HTC, which uses Google's Android operating system for its smartphones, said it would "vigorously fight" the infringement finding.
An International Trade Commission judge on Friday made the ruling, but the full commission must now rule on whether it will uphold or reverse its administrative judge's decision.
The ruling, though preliminary, will be closely dissected as it is one of the first between Apple and other smartphone makers that use Android.
Smartphone technology has spawned a wealth of patent litigation. Apple also has filed complaints against Samsung Electronics, which also uses the Android software platform. Apple recently settled a case against Nokia.
Microsoft and Motorola also have filed smartphone related lawsuits against each other.
Android-based smartphones have outpaced iPhones globally but Apple is gearing up to launch a new iPhone this year, which is likely to give it a big boost.
Apple initially accused HTC of infringing 10 patents but six were dropped from the case for various reasons. The ITC judge ruled that HTC infringed two of the remaining four.
A final determination in the case is due on December 6.
Apple filed a parallel lawsuit against HTC in a court in the U.S. District Court in Delaware.
Asked for comment, Apple reiterated a previous statement by Chief Executive Officer Steve Jobs that "competitors should create their own original technology, not steal ours."
The ITC is a popular venue for patent disputes because it can bar the importation of devices made with infringing technology. Often parallel lawsuits are filed in district courts to try to recoup any financial damages.
"We are confident we have a strong case for the ITC appeals process and are fully prepared to defend ourselves using all means possible," said HTC General Counsel Grace Lei in an email statement.

Brit Phone Company Shifts Call Center

A British phone company is shifting its call center back from Mumbai to Burnley, because it is cheaper.
New Call Telecom, which competes with BT and Sky to offer home telephone services, broadband and low-cost international calls, is opening a call center in Lancashire after being attracted by low commercial rents and cheap labour costs, the Daily Mail reports.
New Call's chief executive Nigel Eastwood reckons UK employees will stay longer as there are fewer opportunities to switch jobs than in Mumbai.
"We did a cost and service analysis of returning home and there was an absolute parity between what we are paying for a third-party call center in India and here in the UK," he said.
Eastwood also said that using British staff would also cut costs in the average amount of time taken to deal with customer inquiries.
"The average handling time in the UK is three minutes. But if you go out to India, you need to add another minute unless it's a very efficient operation, so that means we can actually reduce the headcount with the saving," he said.
"In India in the past decade, as call centers have grown, real-estate prices have gone up massively, while salaries have also crept up," Eastwood added.

LCD Panel

Toshiba Corp and Sony Corp are in talks to combine their units that make small and mid-size LCD panels for smartphones and tablet computers, and may sell a stake in the new entity to the Japanese government for about $1.2 billion, sources said.
The new unit would overtake Sharp Corp as the leading maker of small liquid-crystal display (LCD) panels, and comes as others in the industry have teamed up to tap the burgeoning market for high-tech portable devices.
In addition, the selling of a stake in the unit to the government would help industrial conglomerate Toshiba and consumer electronics giant Sony to focus on their core businesses, industry watchers said.
"This should be a good move for both companies since it will allow them to invest more in their core businesses, as well as enjoy a collaboration through the merger of their (non-core) small LCD panel operations," said Nobuo Kurahashi, an analyst at Mizuho Investors Securities in Tokyo.
The government-backed investment fund Innovation Network Corp of Japan is in discussions with the two firms to invest about 100 billion yen ($1.24 billion) for a stake in the entity, the industry sources said on Tuesday.
The Nikkei business daily reported earlier in the day that stake could be as high as 80 percent.
The new company may use the funds to introduce cutting-edge production lines at a Sony plant in Aichi Prefecture's Higashiura, and will develop technologies to mass-produce OEL (organic electroluminescence) panels, which deliver higher resolutions than LCD panels while consuming less power, the paper added.
Toshiba and Sony will aim to list the joint LCD panel business, the sources added.
Toshiba and Sony are seeking a basic agreement this month and the entity is expected to be formed later this year, the Nikkei said.
Representatives from both Toshiba and Sony declined to comment on the matter.

Mobile wallet service that allows users to pay their purchases via their mobile phone has been launched in the UK.
Near Field Communication (NFC), the short-range wireless technology that underpins many wireless payment systems has made the service possible.
Among shops signed up to the system are McDonalds, EAT, Pret-a-Manger and some Boots stores.
Users wishing to use the system - dubbed 'Quick Tap' - will need Orange and Barclaycard accounts as well as a handset set up for contactless payments.
'Quick Tap' is a collaboration between Orange and Barclaycard. It will require a NFC-enabled Samsung Tocco Lite handset, which also went on sale on Friday.
Only purchases up to a value of 15pounds can be made using the service but users can preload their mobile with up to 100 pounds.
"Having a wallet on my phone has made it much more convenient to make purchases on the move and I like that it allows me to keep track of what I'm spending as I go," the BBC quoted David Chan, chief executive of Barclaycard Consumer, as saying.
Vice president of Orange Pippa Dunn added, "It is going to start a revolution in the way we pay for things on the high street.

China Leads Challenge

China and other emerging nations such as Brazil and India are becoming leaders in science to rival traditional "scientific superpowers" like the United States, Europe and Japan, a top British academy said on Monday.
A report by the Royal Society science academy also found some rapidly emerging scientific nations not usually associated with a strong science base, including Iran, Tunisia and Turkey.
The report, entitled Knowledge, Networks and Nations: Global scientific collaboration in the 21st century, stressed the growing importance of international cooperation in the conduct and impact of science, and its ability to tackle global problems like energy security, climate change and loss of biodiversity.
"The landscape of science is changing. Science is increasing and new players are fast appearing," Chris Llewellyn Smith, chair of the advisory group for the study, told a briefing. "Beyond the emergence of China, we see the rise of Southeast Asian, Middle Eastern, North African and other nations."
Llewellyn Smith said in the five years from 2002 to 2007, global spending on research and development (R&D) had risen by almost 45 percent -- broadly in line with rising economic growth -- but in developing countries it had risen by 100 percent.
"The increase in the developing world is mainly driven by China," he said. "But there are also others there."
He said the growth in scientific research and collaboration should help the world find solutions to global challenges, and added: "No historically dominant nation can afford to rest on its laurels if it wants to retain the competitive economic advantage that being a scientific leader brings."

SURPRISES

The publication data analyzed by the report showed changes in the share of the world's authorship of scientific research papers between the periods 1993-2003 and 2004-2008.
Although the United States still leads the world, its share of global authorship has fallen to 21 percent from 26 percent and its closest rival is now China, which has risen from sixth to second place with a share of authorship rising to 10.2 percent from 4.4 percent.
Britain is stable in the rankings at third place, although its share is down slightly at 6.5 percent from 7.1 percent.
Among big surprises in the report's findings were a handful of countries whose scientific credentials have come almost from nowhere to feature far more prominently in world science.
Iran is the fastest growing country in terms of numbers of scientific publications in the world, growing from just 736 papers in 1996 to 13,238 in 2008.
The Iranian government has committed to a "comprehensive plan for science" including boosting R&D investment to 4 percent of GDP by 2030, compared with just 0.59 percent of gross domestic product (GDP) in 2006.
Turkey has also dramatically improved its scientific performance, at a rate to almost rival China, with R&D spending increasing nearly sixfold between 1995 and 2007.
During that time the number of researchers increased by 43 percent, the report found, and four times as many papers with Turkish authors were published in 2008 as in 1996.
It also highlighted Tunisia, which has raised the percentage of its GDP spent on R&D to 1.25 percent in 2009 from 0.03 percent in 1996, at the same time as restructuring national R&D to create 624 research units and 139 research laboratories.

2G Dual Technology Licence

Tata Teleservices and RCom were tonight locked in a war of words with the Tata firm attacking the Anil Ambani group company comparing itself with it on the issue of gettiing 2G dual technology licences.
In a late night statement, RCom described as frivolous the grounds raised by Tata group against them on the issue of dual tech approval which was rejected by the Delhi High Court way back in 2008 and TDSAT in 2009.
"Very suspicious to see Shri Ratan Tata suddenly disowning Tata Teleservices as not being ''Ratan Tata''s company'' - there appears to be more than meets the eye.
"Shri Ratan Tata putting a distance between himself and his group, and Tata Tele, completely in conflict with documents, letters etc. on record," the statement said.
Earlier in the day, TTSL in reply to RCom''s statement yesterday said that it was unfair to compare as RCom and other two operators got the dual technology licences even before the policy was announced in 2007.
RCom had said that its application was "on identical terms and payment of identical fees as the three other companies --Shri Ratan Tata group''s Tata Teleservices, Himachal Futuristic Communications and Shyam Telecom (now known as Sistema) -- and there is nothing special or untoward in the same."
TTSL''s statement came in response to RCom''s claim that it had to wait since February 2006 for more than 18 months to get the dual technology (GSM and CDMA) licence.
TTSL said that it "was the only operator, amongst those named above, to apply for Dual-Technology Licence after the 19 October 2007 announcement by the DoT and it is hence unfair and incorrect to compare TTSL with the other applicants, who had applied before the policy was announced."
"It is indeed special and intriguing that RCom and two other operators applied and got DoT approval even before the policy was announced," it added.
TTSL said while RCom was allotted spectrum in all circles immediately in January 2008, it got approval after 83 days.
"TTSL, even after three years, is still awaiting spectrum allocation in the crucial Delhi Circle and in 39 commercially crucial districts in 9 telecom circles," it said.
The grant of dual technology approval to RCom in October, 2007, has been upheld by the Delhi High Court by a judgement in August, 2008, and by the Telecom Tribunal TDSAT in 2009.
The CAG had pointed out that the DoT favoured RCom in jumping the queue for grant of GSM spectrum ahead of others.
Over the past several weeks, as part of investigations pursuant to the Supreme Court''s orders, the CBI is reportedly examining a large number of telecom firms and their officials in relation to various matters from 2001 to 2008.
TTSL clarified the company and the Tata Group were not family-owned or family-run concerns or owned by Ratan Tata. "Hence, to refer to them as ''Shri Ratan Tata group''s Tata Teleservices Ltd'' is not appropriate," it added.
